Flight 93 flew with 34 passengers. That's less than 15% occupancy!

Here is the official death list from the Shanksville Memorial:Count the names and subtract the 5 flight attendants, and pilot and co-pilot, and this leaves 34 people. Would UA really fly a plane with a ~230 person capacity for 34 people? Not very good business UA!
