I would say initially that the lack of high temperatures were due to two main factors:

(1) absorption of energy from the mini nukes by the pulverization energy of materials like concrete, for example it takes 6700 Joules per kg of energy to pulverize concrete into 60 micron sized particles (Frank Greening paper).  It would absorb a lot of energy before the air had much time to convert energy to random thermal energy.  For example, latent heat of vaporization for water is absorbing energy to break molecular bonds to convert liquid to steam, but temperature remains constant 100 celsius.

(2) adiabatic expansion of heated dust clouds as they rose into atmosphere, a common thing for air parcels to do and the adiabatic lapse rate versus the environmental lapse rate determines whether the air mass is stable or unstable (and forms clouds).
