Elements of Newton's 3rd Law are contained within his 1st Law,

and visa versa,

elements of Newton's 1st Law are contained within his 3rd Law,

which is Balanced forces, Equal and Oppositely directed, and Forces in Equilibrium,

Force Up = Force Down,

Force Right = Force Left,

Force forward = Force backward

 

For Newton's 2nd Law, Unbalanced Forces produce acceleration of a mass

When all of the Forces on a mass are Balanced, no acceleration and no Force can occur

For a Force to act a mass must be accelerating, not being stationary and not moving a constant velocity

A mass moving a constant velocity is not accelerating.

A mass not moving at all, stationary, is not accelerating......
