Paper being very light weight would just get accelerated out of the ground zeros of each mini nuke but expanding dust-laden air parcels, and then just flutter all the heck everywhere over Manhatten by wind/air currents.  Any gamma rays initially given off by the mini nukes would be absorbed in higher Z and denser materials but would just pass harmlessly through paper.  I don't think paper fluttering around is any surprise whatsoever.
