This article from 2008 says a test was planned for the next year. I've heard nothing more about it, so it may exist now, but did it exist in 2001, when 9/11 took place? I doubt it. Also the weapon described would supposedly be able to burn a hole in a tank. This is far from being able to burn a plane-sized hole in a building.

Prof. Kozy's somewhat rambling opinion piece, while pointing to some real failings of the law, IMO goes overboard a bit in appearing to cast doubt on the whole concept of "the rule of law". Without the rule of law we would have the law of the jungle, where only might makes right.
